Answer

Grant the directory object's privileges to the Application Owner account: GRANT ALL PRIVILEGES ON DIRECTORY <directory_name> TO IFSAPP;. Simply having the DIRECTORY object exist in the database isn't enough for it to appear in the Migration Job's File Path LOV — the Application Owner needs an explicit privilege grant on that specific directory object first.
