Try downloading and launching the same .vsto installer file through a different browser — specifically, Microsoft Edge instead of Chrome. In at least one confirmed case, Chrome itself was mishandling the .vsto installer file, while launching the identical file through Edge installed successfully without any other troubleshooting needed.
