As of the 21R2 release, no — Excel Migration continued to exist as its own capability, separate from the Smart Data Tool. The Smart Data Tool is specifically aimed at simplifying migrating data between different environments, whereas Excel Migration remains its own distinct spreadsheet-based data-loading mechanism for getting data into the application. The two serve related but different purposes rather than one having replaced the other, at least as of that release.
