A custom API that has worked reliably in DEV/TEST/UAT starts failing with `ORA-22813: operand value exceeds system limits` only in a newly cloned copy of one of those environments, even with an identical payload.

Answer

This has been traced to a difference in the underlying Oracle database patch level between the source and cloned environments — a patch can change how memory is allocated for response-structure attributes holding very large string values (roughly over 32,000 characters), which then fails in the cloned environment even though the same code and payload work fine elsewhere; check for an Oracle patch-level mismatch between the environments before assuming the custom API code itself regressed.
