One specific, easy-to-miss cause: if the procedure's own name is longer than 30 characters, it isn't correctly added to the dictionary and therefore won't appear as a selectable method in the New Database Task dialog (or in the equivalent package-methods listing) — check the exact method name length against that 30-character ceiling before continuing to chase cache-refresh or grant-related causes, which are the other common (but in this specific case, ruled-out) explanations for the same symptom.
