After an upgrade, the build place (DEV) shows a different framework version than the application version, and that looks inconsistent.

Answer

Since the middle tier and database/application tier were decoupled in a past release, it's expected that a delivery can carry a middle-tier framework version that doesn't match the application tier version one-to-one — confirm this against the relevant service bulletin for your release rather than assuming it's a failed or partial upgrade.
