After creating a custom attribute in Developer Studio and compiling its .cre file, how should the corresponding .cdb file be created — copy the whole .cre content, or something narrower?

Use the dedicated menu/command intended for generating the .cdb so it comes out safely re-executable, rather than manually copying the full .cre content — and specifically exclude the "END IFS COMPLETE BLOCK" marker from what you include, keeping only the portions meant to be replayed.
