Restart the Middleware Server (MWS) and confirm every server component comes back up fully before doing anything else. Try logging into the application first to see if it's actually working despite the 'partly failed' message, rather than immediately attempting another reconfiguration — a clean restart alone has resolved this 'partly failed' state in cases where the underlying services were actually fine but the reconfiguration process itself didn't complete its status reporting cleanly.
