After refreshing a Test environment's database from Live, stopping and restarting the Middleware Servers gets stuck indefinitely at 'Starting server ManagedServer1...,' with logs showing that server's previous process is no longer alive but the script still waiting for it to fully terminate.

Answer

First confirm whether TEST and PROD/Live are actually running the exact same IFS patch/update version — a version mismatch after a database refresh can itself cause this kind of startup hang. Try a full restart of the TEST application (Windows) server first, following the standard documented safe-restart sequence for stopping and starting IFS services on your specific track. If a full server restart doesn't resolve it, run a Reconfiguration of the TEST environment, which resets all services and ports, as the next step.
