An IFS10 Demo/reference instance is missing recent Oracle WebLogic Critical Patch Updates — how are these obtained, and is a full Build Home required just to apply a WebLogic CPU on its own?

Raise a support case with IFS requesting the latest Oracle CPU if it wasn't proactively applied to the instance. A Build Home isn't required just to install an Oracle CPU shipped by IFS — it can be installed directly into the IFS Home the same way an ordinary delivery would be, following whatever additional special steps are documented in that specific CPU's own delivery notes.
