Native JSON_VALUE-style conversion with a return type only supports SQL object types created with CREATE TYPE, not the PL/SQL record types the framework generates for structures — expect to need a small custom, generic conversion routine for this rather than a single built-in Oracle function that handles framework-generated record types directly.
