Company policy blocks downloads from the Microsoft Store, which prevents installing the Microsoft Azure VPN Client needed to access a Cloud Build Place — is it possible to have the Build Place set up to use OpenVPN instead, or is there another way to reach the Cloud database and Git repository without the Azure VPN Client?

Answer

Only Microsoft Azure VPN is supported for this — there's no option to configure a Cloud Build Place to use OpenVPN or another VPN client instead. However, it's worth knowing that the VPN is only actually required for accessing the IFS Cloud Database directly; the Git repository itself can be accessed without the VPN, so development work that only needs source control access isn't blocked by the VPN client requirement.
