Data Archiving is available from Solution Manager on Apps10/IEE — is the same functionality available in IFS Cloud/Aurena, since it isn't obviously visible there?

Yes — Data Archiving has been available in IFS Cloud since 21R1, just under a slightly different navigation path: Solution Manager > Data Management > Data Archive in Aurena. It isn't missing from Cloud, it's simply organized under a different menu location than the IEE/Apps10 version.
