Expect an on-prem technical upgrade to a Cloud-eligible on-prem version first, with migration to the actual Cloud-hosted environment as a separate subsequent step — jumping directly from a very old on-prem version straight into a hosted Cloud environment in one move is generally not how the path works, and there's typically a minimum on-prem update level required before the Cloud migration step is even possible.
