For an on-prem-to-on-prem upgrade, can the database upgrade step run in a customer-hosted interim environment instead of one hosted by IFS?

This is generally possible as long as the interim environment has sufficient hardware specification to run the upgrade scripts — confirm your own infrastructure meets the documented sizing requirements before committing to a customer-hosted interim step over an IFS-hosted one.
