How do we add a large number of existing users to a new base profile at once, rather than editing each user's personal profile individually?

Work from the base profile itself rather than each user's personal profile — its "Assigned to Users" (or equivalent) tab lets you attach many users to that base profile in one place, which is the intended bulk mechanism rather than visiting each affected user's own profile screen.
