Answer

Release upgrades are supported from any prior release (Apps10 onward) and from any Service Update level within that release — there's no requirement to first apply the latest available SU on the current release before moving to a new Release Update. Once on the new release, you can go directly to any Service Update within it (the latest one is generally preferable), rather than needing to step through intermediate SUs.
