There's no supported way to do this through configuration alone — it specifically requires a genuine code-level customization to the target form's own generated code. Setting the form's own SelectedIndex property in its Designer.cs file to the zero-based index of the desired tab, for example this.picTab.SelectedIndex = 1; for the second tab, achieves this, but it can't be done through any shortcut or navigation-link configuration on its own.
