Answer
Yes — sticky notes are backed by two tables: one 'notebook' per object (FND_NOTE_BOOK_TAB, connected via the object's LU_NAME and its KEY_REF key-reference string), which can hold multiple note 'pages' (FND_NOTE_PAGE_TAB, linked back to the notebook via a generated NOTE_ID). To create one via PL/SQL: call Fnd_Note_Book_API.New__, passing the target object's LU_NAME and KEY_REF (plus optional position/size attributes), to create a new notebook if the object doesn't already have one, and retrieve the resulting NOTE_ID; then call Fnd_Note_Page_API.New__ with that NOTE_ID to create a new blank note page; finally use Fnd_Note_Page_API.Write_Text__ to write the actual note content into that page, formatted as RTF (Rich Text Format) markup, which supports basic per-portion text formatting like specific font and color codes within the note. One important caveat: as of a certain Update level, Aurena didn't yet support displaying or managing sticky notes at all, even though Enterprise Explorer still fully supports them, so this technique's practical value depends heavily on which client your users primarily use — check current release documentation for whether Aurena sticky-note support has since been added.
