Is it possible to update only the Foundation/framework layer of an IFSAPP10 environment (for example, from UPD7 straight to UPD16) without doing a full application upgrade, to get the latest Middleware/framework fixes without the overhead of a complete upgrade?

Not really — unlike earlier releases, where standalone Client/Server/MWS Framework Binary Group Patches could be sent to update just those components, this isn't practical on IFSAPP10, because most framework BGPs on Apps10 are themselves tied to specific UPD versions. Trying to apply a newer framework-only patch on top of an older UPD also somewhat defeats the purpose of the UPD versioning concept, which bundles framework and application fixes together as a coherent, tested unit — a full upgrade to the target UPD is the supported path for getting the latest Foundation/framework fixes on Apps10.
