No — an ACP that includes Navigator changes brings across all Navigator changes made in the source environment as a single unit; there's no way to selectively pick and choose individual navigator menu changes to include, so plan navigator customization work with that all-or-nothing propagation behavior in mind rather than expecting granular control over what an ACP carries.
