Check whether the actual Demand Planner installation files themselves are corrupted, for example showing 0 KB file sizes, rather than assuming this is a genuine OS compatibility problem, even on a platform combination that's officially certified and supported. Obtaining a fresh, verified copy of the Demand Planner install files and reinstalling from that resolved this exact launch failure.
