New languages were added via a delivery and deployed to an environment, but the translations still don't show up — only the original language appears in Used Languages.

Before suspecting a bug, check whether the language additions were actually split across more than one delivery — solution-set changes and the language-translation content itself can land in separate deliveries, and if only the first one has been deployed so far, the translations genuinely won't be there yet; deploying the remaining delivery that actually carries the language files resolves it.
