Check whether the environment is running HTTP/1.1 instead of HTTP/2 — browsers cap the number of simultaneous connections per host under HTTP/1.1 (commonly around six), so once that connection ceiling is hit across open tabs to the same host, additional tabs can starve the others of connections; upgrading the environment to HTTP/2 removes that per-host connection ceiling and has resolved this exact symptom.
