Trying to add custom Navigator entries to the Cust layer using XML files doesn't show the files as available options when adding the navigator entry for a form, even though entries have been successfully added to the Cust layer in a similar way before.

Check the file permissions on the XML files themselves — if they're marked read-only, they won't show up as selectable options when adding navigator entries in the customized layer. Clearing the read-only flag on the files resolves this.
