Starting with 24R1 GA, a valid server time zone became a new mandatory parameter that must be explicitly supplied through the installer's own configuration file (the ifscloud-values.yaml used by the Cloud installer) rather than being left to default — leaving it unset produces exactly this deployment-time error; check your installer configuration's mandatory-parameter list for your specific release before an upgrade to confirm this and any other newly-mandatory parameters are supplied.
