Where is the actual translated display text for an enumeration/decode value (like a cycle-count type showing as "Not Cyclic Counting") stored, since tracing through the Decode function's PL/SQL doesn't lead to an obvious translation table?

Answer

The translated display text isn't stored anywhere as such — only the short database code value (like N) is ever persisted in the actual data table. The human-readable text is generated dynamically at the moment it's needed, resolved through the domain/enumeration's translation lookup based on whatever language the current client session has selected; that's why tracing the Decode function's logic leads to session/context-lookup code rather than a table holding "Not Cyclic Counting" as stored text — it's synthesized per-request from the code value and the active language, not retrieved from storage.
