Answer
The Activate option only becomes available once the campaign has its required basic data fully connected — specifically Parts, Valid for Site, and Valid for Customer. Once all of that basic data is properly linked to the campaign, the Activate action appears (in both Aurena and IEE), and using it moves the campaign from Planned to Active status.
