Is it possible to enable document Attachments on the User screen itself (for example, to keep a record of a departing user's exported permission grants), and are there any restrictions on what file types can be attached?

Yes — enable it the same way as on any other screen, by adding an entry for the relevant LU/view on the Object Connections screen. One restriction worth knowing: .html files can't be attached in IFS; if the content you want to keep would naturally be an HTML file, saving it as a plain .txt file instead works as an attachable alternative.
