It's a VARCHAR2 parameter (not a true boolean) that accepts the string values 'TRUE' or 'FALSE'. Calling Start_Release_Blocked(order_no_, 'FALSE') corresponds to the standard 'Release Blocked Order' command, while calling it with 'TRUE' corresponds to 'Release from Credit Check' — the same two commands available from the Handle Blocked Customer Orders page.
