A Service Resource was created with the wrong Resource Group or Site, and there's no Delete option available directly on the Service Resource screen to remove and recreate it correctly.

Answer

Delete it from the Resource Individuals screen instead (Resource Management > Resource > Resource Individuals) — the Service Resource screen itself doesn't expose a delete option, but Resource Individuals does. You'll need to remove the resource's existing connections first (like shifts and site assignments) before the delete will succeed, since those dependent connections block deletion until they're cleared.
