Can "Mass Fix" be applied to a single resource without also exposing the "Apply to all Resources" option?

Mass Fix is generally an all-or-nothing capability to enable — you can turn the overall feature on or off, but disabling only the "apply to all" option while keeping single-resource mass fix available isn't a separate, independent toggle.
