Manually assigned, fixed-time/fixed-resource jobs get un-committed on their own a few seconds after assignment, with no obvious commit rule involved.

Answer

The scheduling engine itself generally doesn't directly un-commit an already-committed activity — it can instead recommend an un-commit to the dispatch/integration layer based on its own configuration, which then acts on that recommendation. If jobs keep reverting, check that layer's configuration, not just commit rules on the scheduling side.
