Apps9's web-service/API tooling is considerably less advanced than Apps10's, and there isn't a dedicated 'API Explorer' concept on that track. The closest equivalent available on Apps9 is the Interface Browser, reachable at a URL path like http://<domain>:<port>/interfacebrowser/#/, which serves a similar browsing purpose for that track's available interfaces.
