Yes — the Email action type itself supports HTML-formatted bodies, not just PLSQL-driven mail. First confirm the Mail Sender being used has its Content Type set to Text/Html, then write the email body content as HTML directly in the action — a plain link can be replaced with a standard hyperlink, like <a href="url">link text</a>, to show readable text instead of the raw URL.
