Check the network-policy configuration (the internet/external-access exception list) in the installation values file before troubleshooting the connector definition further — a connector can be perfectly configured and still fail to initialize if the underlying network policy doesn't actually permit the range it needs to reach, even when that range looks like it should already be covered.
