Build the CSV content into a CLOB variable in PL/SQL, then post it through the outbound BizAPI mechanism (naming the target BizAPI, sender, and receiver) — this is a comparatively simple pattern for generating and dispatching a flat file compared to building a full structured integration for what's fundamentally a text export.
