Clicking 'Approve' on the Shop Floor Workbench page opens an Assistant, but it's not obvious which page/assistant that actually is, or how to reach it directly through the Navigator or Page Designer to configure it.

That Assistant is the same one available from the Navigator as 'Receive Shop Order Manually' — it's the identical underlying page, just launched with a different subset of steps enabled and a different display name depending on which command triggered it. You can navigate to it directly (for configuration in Page Designer, for example) using the address .../assistant/ReceiveShopOrder/ReceiveShopOrderAssistant, rather than needing to click through 'Approve' each time to reach it.
