Is there a way to make 'Change Request' and 'Change Action' show up as available options alongside the standard attachment options (like Document, Media Item) on an attachment-enabled screen?

Add the relevant connection objects for Change Request and Change Action to that screen's Service List configuration — including both connection object entries (for the Engineering Change Request and the Engineering Change Action) in the Service List column is what surfaces them as selectable options in the attachment menu alongside the other standard attachment types.
