The 'Engineering Transfer In Progress' menu option doesn't appear for some Engineering Revision Transfer Action records, even though it does for others — is this a missing permission?

No — this isn't a permission issue; the option only appears for records that already have an Action Status of 'In Process,' and a record only reaches that status once a Detailed Transfer has actually been performed for the relevant Engineering Part Revision. If you don't see the option, it's because the underlying record hasn't reached that specific state yet, not because access to it is missing.
