Answer

The filtering (1) is possible, but requires placing the custom tab at the Activity level specifically (inside the Activity tab), rather than at the Project level — that placement is what naturally scopes/filters which connections are shown. Defaulting a custom tab's content to a custom/saved search (2) isn't possible — a custom tab can't be configured to default to the results of a saved search the way some other screens can.
