This is expected behavior, not a bug — the red-highlight-on-empty behavior for required fields is specific to Wizard-driven pages, which validate as you go; standard (non-wizard) pages only validate at save time, so a required field there simply won't show the same live highlight, and there's no out-of-the-box setting to turn that highlight on outside a wizard.
