A new Lead's Default Language field starts blank and has to be manually selected every time, rather than inheriting a sensible default like the creating user's own language.

From 24R2 onward, this is achievable through the Conditional Default Values capability in Page Designer — open the Lead page in Page Designer, apply a Default Value expression to the Default Language field (a simple always-true condition works if you want it applied universally, or a real condition if it should only apply for certain users), save and publish, and new Lead records will pick up that default going forward.
