A page section doesn't show the option to add Command Groups the way a similar section elsewhere on the same page does.

Check for a hidden overflow control (often a small three-dot icon) on that section before concluding the option isn't available — Command Groups configuration is sometimes tucked behind that overflow menu on sub-sections rather than sitting directly in the visible toolbar the way it does on a page's header section.
