An RMB action navigates to a Custom Page bound to a Custom Logical Unit, but since that LU has no rows yet for the parameters being passed to match against, the navigation shows nothing — is there a way to pre-create the target row using the passed parameter values before the navigation actually happens?

Answer

Not directly through a single navigation-with-parameters action — there's no built-in way to have plain navigation itself create the missing target row on the fly. Two practical workarounds: split the action into two Custom Menu items, where the first runs a PL/SQL block that creates the target record if it doesn't already exist, immediately followed by a second that performs the actual navigation with the data transfer to that now-existing record; or, add a Custom Event on the LU behind the source page, triggered on new records, that automatically creates a corresponding record on the target Custom LU every time a new record is entered on the source page — ensuring the target row always already exists by the time anyone tries to navigate to it.
