No — this isn't available in Apps10's Aurena client at all, regardless of the account's permissions; Appearance Designer/Configuration is an IFS Cloud Aurena feature, not something Apps10's Aurena supports. If you need to configure appearance settings like this on Apps10, that capability simply isn't present in that client version.
