Check whether your environment is affected by a known, since-fixed defect in condition evaluation after ACP import before assuming a configuration mistake — this specific symptom (conditions silently not evaluating post-import while working fine pre-export) has been a confirmed, fixed platform defect, so check your current patch level against the fix rather than re-authoring the conditions.
