Use Appearance Designer, not Page Designer or the Report Images page — the homepage/welcome logo is controlled by the 'Welcome Logo' option (alongside other branding options) inside Appearance Designer/Appearance Configuration, and changing it there is what actually updates what's shown on the application's homepage.
