In a Lobby Text element, the 'Formatting' section (bold, italics, centering, etc.) doesn't seem to have any visible effect on the element.

Formatting settings on a Text element only apply to the body text (what's entered in the Data field) — they have no effect on the element's title. If you're trying to format the title specifically (rather than the body content), that isn't supported; only the body/Data text itself can be styled through the Formatting section.
