You navigate to another Lobby page, not directly to another lobby element — copy the URL of the target Lobby page (from the browser's address bar while viewing it), then set that URL as the destination in the navigation section of the element you're clicking from. There's no direct element-to-element navigation concept; it's always element-to-page, and a Lobby is simply one more page type that URL can point to.
